The pdf I downloaded from your WH link has a create time of 7:09:24 a.m. today, a PDF PRoducer: MAX OS X 10.6.7 Quartz PDF Context

I would guess that the timestamp from today reflects copying a PDF from one location (hard drive?) to another location (website?). In other words, it was uploaded at 7:09 AM today.

It wouldn't show malfeasance.
