Actually, Buchanan’s father was Irish, as were both of Andrew Jackson’s parents. Also, Hoover’s mother was Canadian, and Wilson’s mother was English.
Jefferson’s parents were both English, but I don’t really think that counts, considering... well, so was Jefferson up until the revolution.

Don’t know if Buchanan’s father or Hoover’s mother ever became a citizens, but Jackson was born in the colonies and was a youth when we became an independent country.
