Union labor at prevailing wage no doubt.

Why didn’t they put it out to bid?

Oh - that’s right. Union labor as in monopoly. You see, monopolies are bad. Except union monopolies.

At my school, the principal would have picked out a couple dozen “volunteers” and had it cleaned up in under an hour.

Just make the kids clean it up, the whole high school.
Kids, school will stay in session all summer if needed until the building is cleared.

In the not so distant past, the senior class would have just been asked for volunteers to sweep up the mess and it would have been cleaned up for free by them in one day. Hay would have been given to some local farmer and he would have carted it away for free. I guess no one has any common sense left any more.
