What you want to do (real time auction) is not feasible for 1 person to operate. You would be better off setting up a website for direct sales at a listed price and you can collect a commission.

not true. It’s unlikely that his auction site would be successful, but he certainly could build a joomla site with auction modules which would do what he wanted - with paypal integration and a whole bunch of bells and whistles.
