My wife finally got fed up, called the comptroller's office, and someone (who may be out of a job now) actually admitted that THEY DON'T HAVE THE MONEY TO PAY THE REFUNDS. They usually send out state payments on Mondays, but they're doing them five days a week now, as they collect tax money from others who don't know how to game the crooked system. Hey, it's only $700, but it beats paying out an extra $2,000. We were raped enough last year, and we want our dinner and a good-night kiss out of it.
