We have so many dang laws, and thousands of pages of regulation implementing each law, how in the heck are we supposed to obey it? It's nuts.

That is the intent. The government wants you to cower before it.

But just pass the kind of laws that can neither be observed nor enforced or objectively interpreted – and you create a nation of law-breakers – and then you cash in on guilt.
