From another blog:

Last night at the hotel/最後の宴
By way of nothing, did you know that in the elevators for the Yanggakdo International Hotel there is no 5th Floor? Mysterious, no? I and a couple other members thought so and aided only slightly by alcohol we decided to check out the missing floor by the stairs as there simply had to be something to it. Esshie was somewhat concerned that we might be caught and then permitted by the authorities to make true our dreams of staying permanently in the DPRK. No such luck thoughwe made it back without incident. Well, thats to say we werent caught. What we did find was very interesting indeed. First, the 5th floor is unlike any floor of the hotel, it is all concrete, like a bunker, complete with steel doors. There are no decorations of any kind; instead there are propaganda posters. At that time all the strange doors were shut tight, but we were still able to stumble upon the most intriguing off all: in a corner there was a large pile of what appeared to be miniature cameras, as if awaiting repair. Cameras, lots of them, and well enough for each room of the hotel. I dont think I need to spell it out for you, word for word anyway. Oh, and another member of our group reported that when he went at a different time one door was open and there appeared to be official-looking men before computers or machines of some kind and listening to something with headphones. Add it up and its chills down the spine.

I think it is kept in this room on the hotel's 5th floor.

Why are the kids there, and why wouldn’t N Korea be eavesdropping on all the hotel guests...sheesh
These kids’ parents must be certifiably insane to allow them to go to N Korea. My kid’s teacher wanted to take a group to China and I said I was absolutely not sending my kid to Communist China. No way.

I've heard that 5 is a number of ill-omen, like 13 for us.
Usually in U.S. buildings they just skip the number on the elevator. Guess that's not enough for the Norks.

5 is a number of ill-omen I think it's number 4. It sounds the same as the word meaning 'death.'
Some Asian buildings skip both 4 and 13. Evidence of cultural exchange. LOL.

In Chinese (Mandarin) it is #4. Its sound, when pronounced, is similar in sound to the word for death.
I advised a potential client to change the name of their product because it had "4" in its title. My market research showed an aversion by people to purchasing the product for this reason.
But again, this was Chinese.

One wonders, if the surveillance was that thorough, how they got away with it. They certainly weren't terribly stealthy about it.
I kept thinking about how we are not so terribly far from this, albeit without the drama. My county has a "helicopter surveillance program" against its citizens, looking for code violations. It's to "protect the environment" you know.

Hey, this is America! The worst it gets here is that you need parental permission to get French fries.

The worst it gets here is that you need parental permission to get French fries. For now. Once ObamaCare takes over, Michelle will make sure that feeding your kid French fries will be considered equivalent to child abuse.

‘Usually in U.S. buildings they just skip the number on the elevator.’
The only building I have ever seen that actually had a “13th” floor is the CNN center in Atlanta.
