Spray-paint artist arrested at Inner Harbor

Chase had planned to spend the weekend in Ocean City painting but returned home early because of rain.

He decided instead to set up at the Inner Harbor in front of the Harborplace shopping complex. Chase had laid out outdoor carpet, lined up cans of spray paint and set up his tip buckets when the video shows the two officers approached him and said he couldn't operate without a permit.

The video shows Chase explaining that he had won a court injunction in U.S. District Court and had a right to paint where he was. Officers argued the laws were different in Baltimore.

"It is my constitutional right to be here without prior approval," Chase said to the officer at one point.

"Your constitutional rights have nothing to do with the law," the officer said.

Somehow, that (il)logic must be being taught to LEOs.

And if true, then kindly officer O'brian no longer exists and the Gestapo has been put in place.

I see no difference between "Your Constitutional rights have nothing to do with the law" and "Orderss iss orderss"


Most painfully is the turmoil of a man faced with making an instant decision regarding that perspective and ideology interfering with and threatening a man's freedom.

Chase discovered spray-paint artistry a decade or so ago while on vacation in Cancun and taught himself to do it, according to a profile in The Sun. When he paints he cordons off a section of the beach and works to the rhythm of music he plays. Crowds often surround him as he paints. His works depict mountains, waterfalls and American flags.

So what gives him the right to cordon off a section of the beach? How about if I cordon off a section of a beach during the height of summer and have a garage sell. It's my right isn't it? And while I'm at it I think I'll play some death metal!

Nice try, but ... the guy cordoned nothing off ... just occupied a space and started working.

The only thing artistic about your garage sell is that most people call it a sale ... but then ... you're a cynic from Looziana

If you bothered to read the article you would know that the line I had in italics was from it. So what make an artist so special anyway. Suppose a hundred or more of them show up to stake their claim on the beach? How would that work?

From the Article the guy told the cop he had a court injunction in U.S. District Court and had a right to paint where he was. Do you have any idea how much B.S. cops hear on a daily basis? Maybe you live under a rock. How about I set up a studio in your driveway. I'll tell you it's my right to do so and I have a court injunction saying so. Would you believe me. Well this area of the inner harbor is these cops "driveway" so to speak.

And don't knock Louisiana. Seems we have a lot more sense then you Pencilvania necks when it come to politics these days.

Yes I know what you cited, but the cops said he couldn't paint there ... they said nothing about, "Hey, what's this rope line doin' here?"

So there was no cordon.

I pronounced correctly Looziana (don't knock me, it's how you talk), and the subject of the sentence I wrote is 'cynic', not the resident of a state.

Spray painting is now a first amendment right, doncha known.

The guy is running a business in a public space and getting around the law by accepting donations for his work rather than selling it for a set price.

I guess we should just be grateful he's not a panhandler.

Actually I’m not an LEO. In fact I am far from one. I work with a guy who is a full time fireman (part time at my job) and he thinks I’m anti LEO. I do know enough LEO’s to know that they hear a lot Of BS everyday. At least down here in Looziana! BTW, I have lived in Pencilvania. I lived there about 26 years ago, just south of Pittsburgh. Yuins ok up there?

You have a great point, My own post was in reference to police telling an individual that he could not videotape police in the performance of their duty.

I agree he has no right to cordon off anything.
