This hold out on her part is about her staying in the spotlight not about the nation getting rid of Obama.

Yes it can be both really. It works like this. Any politician, even the rare honest ones like Sarah, must keep their options open to run even though there may be only the slightest chance of running. I think in her case she has known from the start that the chance of her running was very very low, like 5%, but still possible if the stars were to align just right. You can’t fault her for that, it’s just the way national politics works. At some point however a potential candidate must say “I’m not running” or risk looking like a loose cannon that can’t be trusted to support the party. She is dangerously close to losing the trust of the conservatives that supported her up until now. It time for the game playing to end.
