Without Jellico and Harriman this show is an empty farce. Jellico was the only one of the bunch who actually seemed to know what a captain is supposed to be doing. Which of the other captains would have put military discipline ahead of titillation and ordered Troi back into proper uniform.
And Captain Harriman, who accomplished what a thousand Klingon and Romulean captains had never been able to accomplish. He got Kirk killed. That alone should put him on the top of the pyramid. Kang sure couldn't do it.
