If this is for diapers for "needy children", then hand out government issued diapers to qualified applicants.

NO CASH should EVER be given to the "parent" to buy diapers, period. CASH is not gonna do the job, and if they truly need diapers, they can get 'em.

Food Stamps likewise should be stopped, and let the buyers produce Photo ID at "Qualified" grocery stores, and their account will be marked accordingly. NO FOOD STAMPS TO BE SOLD AND TRADED and/or exchanged for other-than-food purchases, period.
