All that you need to know is that politicians write the rules.

As I understand it he can keep his war chest as long as it is used for legitimate political expenses. And who would question if you paid yourself a modest stipend as an employee of your own war chest? And your wife, kids, brother-in-law, etc.

I remember that, after John Effin Kerry failed in his bid, he wanted to keep every penny in the warchest. The DNC re-wrote the rules to get the lion’s share back (several hundred million), requiring that when a Politicn retired, they could NOT walk away with all that cash, that they had to hand over some % to National, some % to State. The rest they keep. I just want to know that, if I get the opportunity, I can shout out to Barney why he isn’t paying his fair share. ;-D
