With less than a month to go before President Obama is required by law to submit a budget to Congress (February 6th), Mr. Obamas decision today to make Jack Lew White House chief of staff leaves deputy director of the Office of Management and Budget (OMB) Heather Higginbottom to take Mr. Lews place as the director of OMB.
As The Hill newspaper reports, Ms. Higginbottom has only served one month in her present role as deputy director of OMB and is considered a controversial appointee due to her thin, some would say nonexistent, budgetary resume. Prior to becoming deputy director of OMB, Ms. Higginbottom was a deputy policy adviser to President Obama and worked on his campaign as a policy director.

But it was Ms. Higginbottoms lackluster performance during a March Senate Budget Committee hearing that raised Republican concerns about whether Ms. Higginbottom was even qualified to serve as deputy director of OMB.
Whether President Obama will deny his current deputy director of OMB Heather Higginbottom the role of acting director remains to be seen. But if Mr. Obama does, expect Republicans to use her appointment as further evidence of President Obamas budgetary incompetence and rudderless fiscal leadership.

So far the Republicans led by Boehner and McConnell, are also demonstrating incompetence and rudderless fiscal leadership. Where are the cuts?

Sort of gives dimwitted bimbos a bad name. At least she did memorize the talking points she was given. She did just a good a job on the talking points as MSM dimwitted news reader bimbos such as Erica Hill, Anne Curry, etc. In an organization with more class, she might qualify as receptionist.
If I’m reading this correctly it is saying loudly to me that the Democrats once again have no intention of providing the Constitutionally required budget.
They be flippin’ the wee birdie once again.
Doesn't matter if they're CPAs, purchasing officers, or just "the guy down the hall" ~ the "budget masters" arise from the ranks and make it all work.
BTW, doing and controlling budgets are not necessarily tied into that substance called "management talent", particularly the "transferable skills" that are believed to exist.
I've always found it difficult to believe that OMB actually puts chillun' in charge of things.
