Negative; area code 423 was used by Knoxville about a decade ago. Actually, Knoxville was assigned area code 865 in 1999; 423 was phased out of central East TN (Knox and surrounding counties) in 2000. Only upper and lower East TN still use 423. Knoxville's one and only area code has been 865 since February 1, 2000. Grab a phonebook. Look up Tennessee.

BTW, it's not uncommon for attys to live in Chattanooga or Nashville or Memphis, but rent an office in Knoxville. If he's still using a 423 area code on that website, I have to assume he actually lives in upper or lower (but not central) East Tennessee. Possibly the 423 fax number is for his home.
