Yes it is. And Death Valley is in far eastern CA.
Death Valley is more like Africa’s Great Rift Valley than a hot spot. However, rifting can certainly appear over a hot spot. Iceland comes to mind though, I guess it is over a ridge most accurately.

Or maybe CA has no central area, with only northern and southern parts of the state with no central region...So there ya have it, the only central part of the state is on the west coast and eastern borders...
