How do people get elected/appointed to the regional councils? Is it a top-down power structure, or do local troops have a vote? Perhaps the Girl Scouts need a Tea Party phenomenon.

They method is to gradually gain control of boards of directors and then select executive directors and then gradually revise policy till the desired end is reached.

there are hundreds of such take overs including main stream protestant churches.

The control is such that only a revolution and complete scouring of all organizations will cleanse the nation of the liberal filth.

As far as I know, councils and upwards are "professionals", paid employees. I have no idea how that works.

At the local level it is all volunteers. There is no voting.
