It doesn’t. The POTUS does not have the authority to give away any part of the soverieign land of the US without the legislature voting on it. Barry and the Hilldebeast should both be prosecuted for treason.
So if you go back to our purchase of Alaska and the actual documents, there is likely something to indicate that we bought the mainland and some islands in particular.....and no more and this is merely a clarification....and no more!!
Pssst...The purchase was called Seward's Folly in my school books.
Quietly, State Dept. Turns Over American Islands to Russia, Others

How many years are we going to keep repeating this myth of FreeRepublic?
Obama doesn’t have the right or authority to give away American soil to a foreign nation. This amounts to TREASON.
Obama’s done enough truly evil things without us having to invent stories like this one. These islands are Russian, they’re all far to the west of Alaska. All but one of them is immediately to the north of Siberian territory, and much closer to Siberia than to Alaska. The Russians have villages on some of them; they’ve occupied the biggest one (Wrangel) since the 1920’s. This is a silly, made-up story.
19th century history notwithstanding, the United States does not exercise political control or sovereignty over any of these islands, and the residents of any of the islands that are populated by people who hold Russian nationality by birth, vote in Russian elections, pay Russian taxes, and if traveling internationally, do so on Russian passports.
This is a lot of nonsense by dumbed down jingoists; the American equivalents of Vladimir Zhirinovsky.
It's called "cabin fever", folks in the cold climes usually come down with it about his time in the winter......
I do think it’s getting worse. When I first joined, people still did research, and posted thoughtful analysis.
Maybe it’s just the silly campaign season, but most threads these days barely rise above “I know you are but what am I” level of rhetoric. It’s almost painful to try to read an actual “campaign” thread, because they seem divorced from reality.
But it spills over into any threat about anything Obama is doing, much like it has long been for anything any republican perceived as a RINO does. It’s like people are scared to admit that the world isn’t all black and white, that people aren’t either perfectly good or perfectly evil, because then they’d actually have to evaluate each thing they read for themselves, and not just post glib responses based on who the story is about.
Sorry....His report is as phoney as a $3 bill. Read the original Treaty. I have a 1917 atlas showing the demarcation line and I posted the Treaty and none of those islands were part of the deal....In fact Copper is mentioned in the Treaty...and it’s not ours and never was.
So the real question is, what did the Alaska legislature actually vote to oppose about the current action. Could it be there is some specific part of the final agreement that is objectionable, but which none of us know because everybody thinks it’s the islands?
It wouldn’t make much sense for Alaska to vote to stop a treaty signed long ago for islands they don’t have anything to do with. So maybe it’s something in the drilling agreements of this particular implementation.
It would be nice to know, so we knew what we should be fighting about.
These islands were never American soil. Look at the map in post 15.

Posted again but different poster
That’s probably the best reply I’ve ever read on here, and gives me at least some hope for humanity.
Please stop making sense.
