All the tasks needed to function in a 'disaster' situation also happen to be all the tasks needed to be a robotic soldier.
Typical DARPA. Re-purposing the technology after someone solves the hard part.
Exactly my first thought.
A soldier that could be deployed anywhere, anytime for any reason...foreign or domestic.
I'll be long dead before it happens but it is obviously something the "defense" complex wants.
