I think they got it backwards. I don;t think the perp cared a great deal about the crucifiction AFTER he was beheaded. At that point, it was just for sh*ts and giggles.

Citizens in Rome who murdered and such were usually strangled or or had their throats cut.
Crucifixion used in this way is similar to the old European practice of gibbeting or “hanging in chains.” The purpose was not execution but rather the public display of the state’s power.
The Jews apparently used crucifixion in exactly this way, with the perp stoned to death and then hung up on a cross as a warning to others.
Cost of crucifixion? Practically nothing as many of the nails would be re-useable.

Not so sure that would be allowed.
Someone busy body would claim that the blood diseases (aids, hepotitis etc) could or would be transmitted from nail to nail ala needles.
That would cause nail exchange programs, people would observe a nail laying on the ground and grimace, and before long finger and toe nails would be outlawed, just to ‘ensure’ our safety.
