It was reported that Joliet is listed in the top 16 US cities to fail. Joliet workers (predominantly unionized) make, on average, $83K in salaries not including benefits. The average resident of Joliet makes $48K. The city just doubled the water bill (on the $48K people) to pay for the $83K people.
