Comes up fine for me.

This may come as a shock, but sometimes, internet sites get reset or a page is pulled down for maintenance, or sometimes, it just doesn’t load.

Nothing weird or conspiratorial about a 403 error.

No, not really; but it was a way to start the conversation off.
(i.e. that the constitution is null and void insofar as enforcement, or restraint, is concerned.)
