There's a reason W. Virginia has consistently elected Democrat Senators and governors. Except for coal miners, practically the entire population is on welfare and Democrats keep promising them more. Parents sign up their babies with as many agencies as they can as soon as they're born and they stay on government assistant till they die...usually in prison.
If you've never seen the documentary "The Wild and Wonderful Whites of West Virginia", you might want to check it out.
