My two problems with this (and put aside for the moment all the arguments about giving them out during school hours) is first, the girls don't need the added peer pressure (some of the boys, for that matter), but here's a more practical reason:

They bought prom tickets, rented tuxes or bought gowns, hired limos, did their hair, had pictures taken, and in all that preparation, no one could stop at the local Rite-Aid? hell, the corner grocery stores and bodegas sell them at the counter these days.
