Any country that does not have an operational cyber-warfare division within its military has a treacherously incompetent government that ought to be thrown out...
I certainly won’t argue that point; the USA should have been the leader in cyberwarfare instead of being (for the most part) a victim and a straggler. However, for the Bundeswehr to act in that manner is more than just reminiscent of the proverbial “state within a state” . . .
