Great questions. I have a couple of posts about why this won't work from the "zombies go to relax" viewpoint.
Your normal humans question got me thinking along other lines. I find it very hard to believe that zombies can do a good job at designing a theme for anything. They just don't have the mental capacity. If the park theme was something like "walk forward in a relatively straight line until you hit a wall", I suppose it can be pulled off. But it wouldn't be very entertaining for human guests.
Zombie involvement in the design and theme would most certainly mean zombies would be present on site during operation. This might pose too great a risk for human visitors.
I think after looking at it both ways, I just don't see this being successful.
