In a statement released along with an extensive report, Louis Freeh -- a former FBI director and federal judge -- blasted top officials at the school.
Freeh spearheaded the probe into how the school handled allegations of child sex abuse by assistant football coach Jerry Sandusky.
"Our most saddening and sobering finding is the total disregard for the safety and welfare of Sandusky's child victims by the most senior leaders at Penn State," Freeh wrote.
"The most powerful men at Penn State failed to take any steps for 14 years to protect the children who Sandusky victimized."
He went on to name four former school officials -- former President Graham Spanier, former Vice President Gary Schultz, former head coach Joe Paterno, and former athletic director Tim Curley.
The four men "never demonstrated, through actions or words, any concern for the safety and well being of Sandusky's victims until after Sandusky's arrest," Freeh wrote.
The remarks were released along with a lengthy report on the review's findings.
The scandal, which rocked the nation, already has led to the dismissal of Paterno, as well as the ouster of Spanier and Curley.
Sandusky was convicted in June of sexually abusing young boys over a 15-year period. He maintains his innocence.
Freeh's internal investigation is separate from criminal investigations that have resulted in Sandusky's conviction and charges against Curley and Gary Schultz, former Penn State vice president.
The scandal raised questions about Penn State's response to the allegations of abuse, with some claiming the school put its reputation ahead of protecting potential child victims.

JoePa was a confused old man who should have retired a dozen years before he ultimately did. He bears a lot of responsibility for not having forced the university to deal with Sandusky in harsh terms, or at least do a proper investigation.
There was a weird cult among the student-fans about Paterno that got increasingly fanatical as the fortunes of the football program declined. I couldn’t understand it. I am a Wins & Losses kind of fan and Paterno wasn’t putting a good product on the field most years.
Separating Paterno from that football program would have been like operating to separate siamese-twins — both patients would likely have died. Yet I alway thought that it would be worth it in the long-run. The Sandusky-pedophilia scandal proves that I was right. At least a new coach would have had more supervision.
Said it before, say it again. F*** Penn State. And if you are one of those people who say “We are Penn State!”, well F*** you, too. Pick another school. Go elsewhere. There are thousands of other schools.
10 years is a long time. A definite case of misplaced loyalties. As bad as the crimes were it proves again that as organized coverup is worse than the original crime. Sandusky was a sick puppy the enablers were just plain evil.
Whenever one of these pedophile abuse and cover up scandals comes out, there are perverts who fall all over themselves to claim the people demanding things be made right wouldn't do so if some other group were at fault.
Many of these same perverts go on to claim the children who were harmed just want money. Like the effects of rape in their eyes don't matter.

Nothing short of this will serve as a deterrent to any other college or university. Nothing. A 5 year, minimum, ban on Penn State fielding ANY team or individual sport, period is what's warranted here. I mean nothing.
Then Penn State needs to be sued into oblivion. They were not only negligent, they were complicit.

I can sum it all up with five words:
“Sandusky Blew And Paterno Knew”.
Let that be Paterno’s lasting legacy: providing unrestricted access to young boys.
Problem is, and I agree with your sentiments, the NCAA is probably powerless to enforce a ban for this. However, I think that Penn State should own up to its diseased past and self-impose a ban. Otherwise, there is no real repentance in my view.
There is nothing new about this coverup. It has gone on in the Bay Area of San Fran for decades, in the Catholic church for centuries, and in every “gay” bar on the planet since the ancients. Same-sex rape of young boys is the part of the “gay” lifestyle yet remaining in the coprophile’s closet. Others in the Sandusky case stated that several of Sandusky’s victims were passed around the “gay community.” This same practice is not just prevalent in the gay community, it is a primary obsession in the gay community.
Just to add he got rid of the Christmas tree in the Old Main building. I was there when it happened.
Penn State should be banned from ALL athletic competition for 50 years, or until the last known victim has passed away.
They knew, they empowered, they covered up.
All current athletes should transfer immediately to other institutions..............

Executives in organizatons make caculations in their decisions about offenses like this. In their caculation they had more to lose by exposing Sandusky and helping the victims than by pretending the problem was not serious.
They were not concerned for the victims because the perp was a homo and his victims were boys. Boys have no political power and advocates to come in and smash the sexual abusers but homos do.

Years ago I told my wife that he acts very odd on the sidelines and seemed like he was trying to hide something. I never liked the mackerel snappers [pet name for Penn State for us Texans] as a football team.
It does make you wonder why JoePa wanted to keep coaching, he was probably afraid of what they would find out once he retired.
Also note that it was immediately after JoePa got the record for most wins by a college coach, that the news came out.
I bet the family is happy that he died before this became public. Any game between UT & PSU was like - who do I want to have the he** beat out of more this weekend.
