I all due respect most restaurants have a “no shirt, no shoes, no service rule” This is not their rule but that of the Health Department so it must be enforced.
I am also pretty sure that “no shirt, no shoes” replies to “no clothing”.

I guess Gays/Lesbians may plan to engage in activity that may be of concern to the Department of Health.
I guess your point is that spreading disease is something Health Departments want to avoid.
I imagine that it is fair to say that many Gays and Lesbians have Sexually acquired diseases (AIDS, herpes, etc).
