Might be an angry county employee who didn’t like grandma taking his job. Union thugs are very sensitive to invasions of their “turf”.
I was thinking this as well. I know the area well where this happened and the strange thing is she was talking to the county workers at 9:30am and that was the same reported time of the woman hitting her with the car. Where this happened there is a traffic light at the end of Mauna Loa Blvd. so the county vehicle was likely waiting at the light when the girl struck the woman with her car. There is no mention of the county employees being on the scene of the accident even though they would have had to have been there.
