Bay Village is an idyllic bedroom community where residents enjoy the peace and security that comes with living in a top-rated suburb -- except for Mark Barringer’s neighbors on East Oakland Road.
Life for them is an absolute nightmare. They are trapped between an angry neighbor’s civil liberties and a creepiness that has enveloped their houses, yards and sidewalks.
We’ve all heard and read stories about neighborhood disputes that rise to the level of government or police intervention, but I guarantee you’ve never read anything like what’s happening on East Oakland. The drama should make you thank the lucky stars you don’t live there.
East Oakland is a modest street compared to the city’s more spacious and picturesque thoroughfares, such as Wolf and Lake roads. Elderly couples and young families live in ranch homes, bungalows and small colonials that sit back from the road on narrow but deep and shaded lots. Many of houses have detached garages out back.
From the curb, Barringer’s house looks like the others. It’s well maintained and features tidy landscaping. A decorative Chief Wahoo sign stands among the flowers near the front steps.
But look more closely.
Tiny cameras dot the outside of the house. There are a couple near the front door. Several sit atop the chimney. A few more hang on the sides of the house. One is affixed to a two-by-four nailed high on the garage. And all of them are pointed out, looking away from the house and into the neighbor's yards and at their houses.
There are sixteen cameras in all. Some cameras are positioned to see across several properties.

Why is no one screaming peeping tom? Where are the warrents for what is being recorded?
Something is terribly wrong here. This guy was picked up for indecent exposure years ago...has he been able to avoid further incidents?
Creepy. And the city says it can’t do anything?

If he wants to monitor his yard and house, that's great... but his rights end when he starts stepping on mine.
But, this guy's not the best of neighbors, certainly, and apparently paranoid to the point of concern. Maybe they could blind the ones pointed their way with a laser or something, lol. Better yet, set up a camera array of their own equipped with motion activated flash.
Sauce for the goose and all that. Of course if this neighbor is borderline with the paranoia it might be just the thing to send him into something really weird or scary.
Glad it's not me living next door.

BAY VILLAGE, Ohio - The usually quite community of Bay Village is now home to an on-going neighborhood battle that has caused one residents to install 16 video surveillance cameras on the outside of his home.
The cameras were installed by Mark Barringer, who is living with his parents at their East Oakland Road home.
The cameras are set up on high 16-foot poles, the side of the home and on top of the chimney. All of the cameras appear to be pointed at Barringer’s neighbors, causing them to respond by hanging large American flags and curtains, in effort to block to their view.
Neither Barringer nor any of his neighbors would talk with NewsChannel5 on camera. However, Bay Village Law Director Gary Ebert had plenty to say about the two-year neighborhood feud.
“The building department has been down there, I’ve been down there, the prosecutor has been down there, the service department has been down there,” said Ebert. “We’ve tried everything to bring both parties together.”
Ebert said Bay Village police have been called to the scene three dozen times in 18 months to try and deal with a wide variety of disturbances.
Two of the residents have been charged with aggravated menacing and disorderly conduct, but Ebert wasn’t sure what started the on-going fight among four homeowners on the block.
“We’ve had mediation with all of the parties at city hall, I’ve met with them to try and find a solution,” said Ebert. “I’ve encouraged them to hire private council, go to court, and file for action for breach of quite enjoyment and invasion of privacy.”
Ebert said residents have been complaining the cameras are a violation, but he admitted it’s not clear whether Barringer has stepped over the line.
“Hanging security cameras up is not breaking the law,” said Ebert. “However, the amount of cameras on one house is questionable, as to whether or not it’s an invasion of privacy.”
All the neighbors should get a green laser and everyone pick a camera.
I have an elderly lady living next door...she does this. Tv on and chair set so she watch the world go by. She can’t walk, but she is the neighborhood watch! Very nice lady.
But...cameras potentially trained into your property or home? Not sure I can kosher up with that.

Well, I guess they could just continue to block the cameras as they are doing. The Palins built a very high privacy fence, but I doubt a sixteen foot one would be allowed.

I always need to be reminded every now and then why I live in a remote rural area.
One way to deal with a nuisance camera is a green light laser. A slight, Internet modification to it and its wattage will be boosted enough to cause damage to the camera. With such a modification it can burn through paper.
Importantly, it can work at a respectable range, beyond the focal range of the camera, so its operator cannot be seen.
Ditto that. Our closest neighbor is two miles from here and our house can’t be seen from any other house around here. But I guess someone is just fine putting cameras on their own house if they want to.
If city code allowed it, I'd just nail some plywood over the windows and let the house go to hell. The dispute has been going on long enough so near by homes are unlikely to be marketable. I guess you could rent the home out to crack heads or illegals to generate some cash flow..
It's good to have video when the cop shoots your Lab.
