And what should be done with those who "diagnoses" a public figure who has no license. (I have to admit I was guilty of that following the Batman Shootings - Among millions of other Americans)

Hard to justify when the licensing authorities are the same governments that have been paying "licensed professionals" to do those very studies on enemy leaders (from Hitler & Stalin to Ahmadinejad) and on police profiling of unknown suspects based only the very limited evidence of their behavior gleened from their public crime!
