Well, he wanted the Olympics to build massive public works, that would be magically rebuilt as his Presidential library.
No telling how much money would have been squandered on union no-work jobs over the years it would take to get Chicago ready.
At least terrorists wouldn't need to go far to get weapons, just tale the L to South Chicago.
