Haven’t read all the info but it seems the votes will be counted as usual at the local level and the gathering system to total the votes nationwide will be provided by the Scytl Company. Apparently Scytl has been involved for some years now.

I’ve not read a lot about them but it appears they are working both overseas and within the US in some states/juridictions to provide technology.
