It looks to me like an inexperienced phtoshopper ran into some pretty common problems.
Where it says POLICE/RESCUE its off center like the font had been typed then warped to fit the vehicle but didn’t so they nudged it forward a bit and then cut the notch in it.
It also seems to me that there are an excessive number of names on it. Police, immigration and customs, at the left it looks like it might say “investigations and National security.

I wanna know why we, the taxpayers, paid for a fancy chrome stepside step on a vehicle that doesn't have doors over the step. The primary purpose of the vehicle is as a movable shield, men can pile onto it, stand and fire from it, ride on it when internal capacity is exceeded. I wouldn't think to not include the step.
