If I were to be planning some sort of "big surprise" that involved a lot communications lock down, suspension of the Constitution and general "pogrom" actions, I would lay some ground work far enough in advance that I could brand some blatantly illegal actions as legit.

Legit enough for media to shovel and the sheep to eat.
