The article is a little unclear on the subject, but it appears that you need to apply for a permit BEFORE you put home brewing supplies in your store? I know its a technicality, but if I read the article correctly, that’s the reason I see for them confiscating it, and simply harassment. They could have simply inventoried, and told him not to sell anything until his permit comes through. Of course, this might be the cause that they deny a permit to him. Zero tolerance idiots have finally graduated from our school systems and are now finding bureaucratic positions within our government.
