Personally, I think caning should replace fines and “public service” for a lot misdemeanors. Pain and permanent scars on your back will go along toward encouraging better behavior.

Manipulating them denies them the choice and they never learn about choices and consequences. Well... you are reading something into my words that wasn't my intention. Although during the 'early years' , manipulation (denying them a choice) is what most parents do. Or do you let your 2 year old (hypothetical example) drink the bottle of DRANO?
Attempting to briefly lay out what is a complicated and long term process never works out well.
What I was speaking of was CONSISTENT and NON-PHYSICAL DISCIPLINE. It works as well if not better than physical punishment. That doesn't meant there isn't a particular situation that requires or merits physical punishment.
There are some situations though, like this one, where it's not even legally acceptable, and morally questionable.
And you are delusional if you think you can manipulate them into never doing wrong.
IIRC, I said we are all humans, and make mistakes. The best way to keep them from DOING WRONG is to set an example of NEVER DOING WRONG.
