I’m not sure what this has to do with my observation that the rule is further flawed by omitting the obvious, grievous, error and putting children at even further risk of being a sex toy. Your point is what?

Homosexuals are only about 2% of the population. Logically, if they are present at a public school (and not all public schools will have a homosexual on staff), they will in all probability be a gross minority.
However, acknowledging that it is inappropriate for any adult to derive sexual pleasure from spanking a minor, the best course is to never give a government employee authority to spank your children.
This is also not a 100% deterent, because nothing prevents a relative or acquaintance of a child from also spanking the child to derive sexual pleasure.
However, it will greatly reduce the risk.
Limiting spankings in that Texas district to be administered by an adult to a child of the same gender was set in place to reduce the risk.
The recent decision has increased the risk.
This decision is not a victory for conservative parents.
This is a victory for government employees.
