Do non-citizens have American rights on our soil that they do not have on their own countries soil? I would think reciprocality laws and the UN would think not.

Depends on the right. Do non-citizens who are arrested have 5th amendment rights when going through the criminal justice system? Yes - the 5th amendment is quite clear that “no person” shall be denied those rights. On the other hand, the applicability of Second Amendment rights is much less clear, as “the people” may have a narrower meaning (as in, “we, the people”) in the Second Amendment as “no person” does in the Fifth.
