Water would have dampened the sound. The idea was to make as much noise as possible. You should know that! :-)
LOL. Not to mention also would have gotten you wetted-up. I used balloons, too. Admit the dry ones made more noise than water-filled, but when they finally popped, I always thought it was a tire blowing-out. Changing/patching one was always a messy chore.
