There were two Roman emperors named Claudius. The second was arguably greater than the first considering his epithet "Restitutor Orbis" -- Claudius II Gothicus. He restored the Roman Empire to its full extent after the crisis of the third century which nearly caused its collapse.
Neither was comparable to Obama who is nothing but a lame figurehead acting on behalf or powerful national and international forces. He's more like Valentinian III.
