Who or why was it ever suggested to snort those bath crystal women use to take baths, to get high with?

I'm sure you know this, but I'll post anyway.

Bath salts is the common name for a new designer drug on the streets.

I thought it was literally BATH SALTS... And I thought the danger was this was a completely legal product kids were getting high off of. But if it's just a slang name for a drug then ity is already illegal and a crime to possess it.
