The modern urban afro-american culture has devolved to such an extent that there seems to be no hope and change...just a people circling the bowl.
To be fair, about 70% of african-americans in the US are in the middle class (or better) and receive little in the way of public support. There are about 5 Million members of the urban african - american underclass, concentrated in the nation’s largest 10 urban areas that account for this behavior, crime in incredibly dispropotionate numbers, and overall government expenditure that is mind boggling.
