The response was 3 minutes as documented by the police dispatch published here the following day:

Given that the entire front of the school was lined in glass, why didn’t the police shoot the f*er right then? Police could have aimed high, since these were small children, just to draw his fire or make him run the other way.

You mentioned to me on another post that police identified two people in a hallway. Were the police inside then?
