I think the inner city kids killing each other off is the plan from Chicago’s administration.
They are doing nothing.
It reminds me of Newark NJ in the early eighties. Cops, just, did not go there.
The police are often in an unwinnable situation in situations, like Chicago. If the police went in, with a heavy hand, the communities would riot and burn the place down.
