Most of this stuff around the world is sponsored by the US, the UN,the World Bank and Europe. Population Control programmes pushed onto the third world with carrot and stick.
Loans by the World Bank, US money and support, et al are used to get to 3rd world govts and dictators to support Population Control instead of sending them fertilizer,tractors and seeds.Frequently the victims of forced or coerced sterilization are the minorities within the country or the ones not in favor by the ruling class.
