As our society descends into a welfare-mentality porn show, I think there is something to be said for people that cling to their traditions (my children are told we are visitors here). The government put them into what must seem to be the most God-forsaken place for East Africans; Minnesota has some of the lowest temps in the lower 48 states.
They weren't 'allowed' to come in. They were brought in. Ask the Black Caucus what they were thinking when they demanded it. Who knows why they chose Minnesota and Maine? Neither location makes sense. Nothing about the project makes any sense. The poor immigrants didn't know about running water, washing machines, escalators and certainly knew nothing about snow and freezing temperatures.
Wrong! The Somalis were assigned to the United States by the United Nations. We were stupid enough to comply. They carefully researched which states had the most generous welfare programs and picked Minnesota and Maine.
In addition, the ELCA (ever more concerned with political correctness than Christianity) sponsored many of them in Minnesota because the ELCA is concentrated in Minnesota.
BTW, you find few Somalis in the coldest parts of Minnesota such as Baudette, International Falls, Two Harbors, etc. They are almost entirely concentrated in the cities, especially Minneapolis-St. Paul. There is a reason for this: more taxpayer teat to suckle.
Their US settlement areas were chosen for easy availibility of welfare and government programs, and where it was reckoned they would receive the greatest benefit amounts.
They are very primitive Muslims. They are polygamous, practice female circumcision, and tend to be extremely contentious. Their male children routinely refuse direction from female teachers in schools. Their family units feature 4 wives at a time and many have 10-20 children. It is safe to say that the "Maine experiment" has been an unmitigated and very costly disaster for the state.
In Maine, they were settled in huge numbers the Lewiston-Auburn area, which already was economically depressed, given multiple Section 8 housing units (polygamy) large grants, and are the disproportionate beneficiaries of many state, federal, local, and church programs.
In Columbus, Ohio, another settlement site, many of these tribally scarred militant Muslims actually work at the Airport! Their Imams have actually been recorded delivering fire-breathing Jihadist sermons.
Quite a few young Somali men have been caught leaving the country to receive jihadist training in Africa and Afghanistan.
This group is a problem.
