If this perv is allowed to wear a dress to the prom, the parents should keep their kids out and fund a private prom.
At first I thought that the prom would still be of some entertainment value as a freak show, but at the price of bids, clothes, etc., it is not entertaining enough to be worth that.
Better to have a private event and get the classy occasion you paid the big bucks for.
