The Irish stick their necks out to state one size does NOT fit all. Zero Tolerance versus Common Sense. Refreshing to see!
I think the wife and passed through Kilgarvin a few years ago. We stayed in Kenmare a few nights and took a drive in the countryside one day. Didn’t notice any weird drivers. The narrow roads were more of a concern than the Irish drivers who were pretty good.
“The Irish town of Kilgarvan passed a law this winter that allows members of its community to drink and drive. “
No it didn’t.

“A motion tabled by Danny Healy-Rae at yesterday’s meeting of Kerry County Council called for special derogation from the alcohol limit for rural drivers, including small tractor drivers. The independent councillor’s motion was passed by five votes to three. Seven councillors abstained and 12 were not present for the vote.”
It was legal in Texas until fairly recently, even drunk driving was not a big deal when I was young in Texas.
Before the left’s MADD movement, Texas was more interested in reckless driving, were you being dangerous or not, merely smelling alcohol on you, or you having an open container (open container was legal) was not enough to bring down the entire weight of the system on you and ruin your life, or even drive you into homelessness if you were low income.
