They can't kill the gov - he has too much great bad guy mileage in him. That would be like killing darth vader in the first star wars movie.

But they might do a look-like-he-dies thing but then he pops up again half way through the next season. Either Glenn or Maggie is doomed (then Darryl and Carol will become next season's cute couple) and probably Hershal.

And maybe...the baby dies but doesn't become a zombie proving that the virus does not transmit to the next generation.

Then, Carl and Beth hook up because it is the end of the world and you're never too young to start because you probably will never reach maturity any way.

Milton is probably doomed. Andrea will live even though most of us would rather see her eaten.
