In the agricultural areas, it most certainly is. Lots of "migrant" workers from south of the U.S. border. There are areas so bad in some towns/counties, that the EMTs won't venture into them without police backup.
It got worse there in the 80s/90s when they forced new labor laws about kids working farms into effect. I worked the fields topping corn in the early 80s - made good money for a punk pre-teen.

Not just the South. This is a problem in South Bend ,IN. also.
This is the country. Unfortunately they weren’t close enough to see tag identification.
I think about that dog every time I garden.

I just “binged” images of the RR breed and what a beautiful dog! I’ve been considering adding a dog to my security plan and I thank you for mentioning this breed. It looks like it just might be the perfect choice for me.
Would one of those be OK in a small house with a small yard? I wouldn’t want to bring any dog into my home and end up with that choice leading to a frustrated pal....My last dog was a lab and she was happy just hanging with me.
You can have a large breed dog in a small apartment. But consider if you have time to give it the necessary outdoor exercise and walks every day.
If that’s too much a breed like a chihuhua or a French bulldog would be happy being indoors and won’t make too many demands on your time. Or better still, get a dog-like cat.
I’m a bit ahead of the apartment game. ;-). I have a smallish house on a small, fenced in yard, so I’m think I can avoid settling for a cat.
